Once placed you will get the goal to complete the Baby Quest, to start this click on the changing table and select ‘conceive plan for a baby’: The first thing you need to do is purchase a Changing Table which you can find in the baby steps collection in buy mode: Watch my video walkthrough of this quest here Once you reach level 11 in The Sims Mobile you will be able to complete the Baby Quest to add babies to your town!
